Radio frequencies are the basic elements of radio spectrum, and they constitute the fundamental asset for radio communications. This natural resource asks to be managed in an harmonized, coordinated and efficient way, in order to properly correspond to the overwhelming growth of spectrum needs rising from both present and envisaged services and applications. Therefore, a rational radio spectrum management stands as one of the main priorities both in the national Digital Agenda as well as in the European Single Market Strategy.

 

The public attribute of radio spectrum casts its management under the public administration domain and specifically of three Divisions within the Ministry of Economic Development (MISE), namely DGPGSR, DGSCERP and DGAT; moreover, radio spectrum appears also as a scarce natural resource, thus requiring transparent and efficient operations. To this end, Fondazione Bordoni, and specifically its Spectrum Area, offers to MISE its technical support in order to underpin with its own scientific knowledge, regulatory insights, technical tools, and operational skills, so as to facilitate the fair and efficient spectrum usage. The recent 2018 Budget Law (Legge 205/2017) provides a five-year funding allocation (2018-2022) for these support activities during all of the transition phases to 5G, for the rational organization of the involved frequency bands, the re-assignment/re-allocation procedures among different services or stakeholders, as well as for the coordination management of the coexistence among the different services and stakeholders, both in the same or in the adjacent bands.

 

For all of these activities, it is mandatory, and thus pursued, the participation and coordination both in the technical European context (CEPT), for the harmonization with the other Member States, and in the international TLC framework (ITU), and of course avoiding to disregard the specific callings of the NRA, in order to envision the future trends and promote those improvements expected to be proactive for the economic development of Italy.

AGCOM


Simulation tool for the evaluation of new technologies for the distribution of television content that enable greater efficiency of the radio spectrum in the 470-694 MHz frequency and method more efficient use of bands 700 MHz and 3.5 GHz.

Studies and technical, scientific and operational activities aimed at identifying a possible evolutionary path of Italy in the use of the 700 MHz band and the international harmonization of radio spectrum use.

The project has studied the new allocation of the 700 MHz, currently used for broadcasting television, to the mobile service, as agreed at international level.

The project studies and proposes strategies to favour the spreading of digital TV over platforms alternative to digital terrestrial networks (DVB-T), with particular reference to the TV over IP protocol, both adopting a network managed (IPTV) and an unmanaged or best- effort (WebTV) approach.

Convention between Fondazione Ugo Bordoni and LTE Mobile Telephony Operators


HELP Interferences is a service supporting citizens suffering interferences in the reception of digital terrestrial TV signal caused by LTE mobile telephony systems.

This LSA Pilot has been the world’s first technical and regulatory pilot on Licensed Shared Access (LSA) in the 2.3-2.4 GHz band. It has been realised through a live LTE network and a distributed platform for LSA.

The project led to the realisation of the auction for ‘LTE’ frequencies. FUB has acted as technical advisor, both in the arrangement of the call for tender and in the design and management of the auction procedures.

The project conducts theoretical and experimental analysis on the coexistence between mobile uses in 2.3-2.4 GHz band and Wi-Fi systems in the adjacent band. The study investigates the technical conditions for opening the 2.3 GHz band to mobile services.

This project is the continuation of the previous "Refarming" project and FUB plays the role of technical support to the Ministry of Economic Development in the assessment, control, and monitoring of the quality of GSM-only users, as well as in the study of current and future use of the GSM bands.
