Director Research, Innovation and Strategy Directorate
Since 2026, he has been Director of the Research, Innovation and Strategy Directorate (DRIS) at the Fondazione Ugo Bordoni, having served as Head of the Telecommunications Area since 2018. His professional career has developed within the Fondazione Ugo Bordoni, where he has progressively taken on positions of increasing responsibility.
He oversees the scientific direction, strategic development priorities and research quality of the organisation.
He serves as a technical and scientific liaison between the Ministry of Enterprises and Made in Italy (MIMIT), the Presidency of the Council of Ministers, independent regulatory authorities and the main international standardisation organisations.
At the international level, he is Italy’s national rapporteur at ITU-T (Study Group 12), a NATO civilian telecommunications expert (CCPG), and represents Italy, upon appointment by MIMIT, in the U.S. 6G Call for Action initiative. He is also the MIMIT national delegate to the European Commission’s DG CONNECT Virtual Worlds working group.
He has worked with the Presidency of the Council of Ministers, on behalf of MIMIT, as an expert in 5G network architectures and advanced communication networks.
He has coordinated numerous projects, overseeing both their scientific and managerial aspects. These include the national Houses of Emerging Technologies (Case delle Tecnologie Emergenti – CTE) programme, the monitoring of 5G pilot projects, the 5G-Satellite DINoS5G research project under the ESA programme, and initiatives on the convergence of telecommunications and Smart Grids in the energy sector.
He coordinated the development of AGCOM’s institutional platforms for certifying the quality of network access, Misura Internet and Misura Internet Mobile. For MIMIT, he has also worked on the management of the National Electromagnetic Field Registry and on Spectrum Sharing programmes.
He has been involved in numerous ministerial arbitration panels addressing coexistence between fixed and satellite services.
His early research focused on fixed networks, mobile radio networks, smart grids, cloud infrastructures and the optimisation of radio spectrum use.
He is the author of over 50 international scientific publications and several articles in specialist journals.
Born in 1979, he graduated in Telecommunications Engineering from the University of Rome “La Sapienza” in 2005.
