Gruppi di lavoro ECC (Electronic Communications Committee):

  • PT1 - The Project Team on 'IMT Matters'
    • Term of references
      • facilitate the development of IMT, both globally and at the CEPT level;
      • consider the designation and frequency arrangements for spectrum, identified for IMT in the Radio Regulations;
      • consider the sharing and compatibility issues in support of the work under item 2;
      • co-ordinate positions on IMT for input to relevant ITU groups;
      • contribute to or lead the preparation of responses to relevant EC Mandates related to IMT matters as appropriate;
      • liaise with ETSI and other relevant bodies dealing with standardisation;
      • on request from CPG contribute to the preparation of CEPT positions for WRCs and other relevant fora;
      • seek, where appropriate, contributions and assistance from and work collaboratively with relevant ECC subordinate bodies and the Office. 
  • SE42  - Flexible bands, WAPECS and new sharing approaches
    • Term of references:
      • Identify technical requirements (e.g. spectrum masks, channel plans, mitigation techniques) with a view to ensure the protection of radio services, and obligations emerging from relevant international agreements (e.g. on cross border coordination issues) for the bands identified in document RSCOM 06-09 (discussion on the implementation of WAPECS);
      • To continue the work of ECC PT8 on enhancing harmonisation and increasing flexibility in spectrum management, in particular the proposals for ‘flexible bands' taking account of ECC Report 80. The studies have to define technical conditions for flexible use of the potential candidate bands identified by WG FM through analysis of the protection requirements of radio services in adjacent bands, and of existing applications sharing the same bands;
      • Develop responses to relevant EC Mandates;
      • Contribute to relevant ITU-R groups as appropriate.

  • SE43 - Cognitive radio systems - White spaces (470 - 790 MHz)
    • Term of references
      • define technical and operational requirements for the operation of cognitive radio systems in the white spaces of the UHF broadcasting band (470-790 MHz) to ensure the protection of incumbent radio services/systems and investigate the consequential amount of spectrum potentially available as "white space";
      • provide, if required, technical assistance on further issues related to white spaces and cognitive radio systems that ECC may identify in the future;
      • liaise directly with relevant groups within ECC and ETSI as necessary.

    • Term of references
      • Address all issues of WRC-12 agenda items 1.2, 1.13, 1.19, 1.22, 2, 4, 7, 8.1 (except WRC Resolutions 13, 344, 355, 517 and 673) and 8.2.
      • Prepare in relation to these agenda items:
        • draft European Common Proposals;
        • draft CEPT brief, including information on the proposals to the conference from other administrations;
        • preliminary CEPT positions, for the presentation to other administrations or regional bodies;
        • CEPT positions for the Radiocommunication Assembly.
      •  Consider  WRC-12 agenda items 3, 5, and 6 as appropriate;
      • Coordinate:
        • CEPT positions for the relevant ITU-R meetings, in particular CPM and  Special Committee on regulatory/procedural matters
        • CEPT positions concerning draft RRB rules of procedures

  • Spectrum Engineering Working Group (WG SE)
    • Term of references:
      • Develop technical guidelines for the use of the frequency spectrum by various radiocommunication services;
      • Develop sharing criteria between radiocommunication services, systems or applications using the same frequency bands;
      • Develop compatibility criteria between radiocommunication services using different frequency bands;
      • Co-ordinate CEPT activities and contributions for the related work in ITU-R;
      • Co-operate with relevant technical bodies in ETSI in accordance with the procedures given in the Memorandum of Understanding between ECC and ETSI;
      • Study technical impacts of ISM and other non-radio equipment on radio services taking into account related activities in the relevant International and European Organisations;
      • On request from the CPG contribute to the preparation of CEPT positions for WRCs and other relevant fora;
      • Seek, where relevant, contributions and assistance from the Office and the relevant ECC subordinate bodies;
      • Consult with various bodies and organisations within CEPT countries or Administrations outside the CEPT, with the principal aim to collect information and to broaden the support for the deliverables of the working group;
      • Prepare draft Decisions as directed by the Plenary and prepare and approve Recommendations and Reports as necessary;
      • Develop and maintain its work programme, approve the work programme of its subordinate bodies, and guide and co-ordinate the work of these bodies;
      • Report to the Plenary.
